WebPF2e is exactly as hard as your GM wants it to be. The encounter balance in 2e is very accurate: giving the GM the tools to calibrate difficulty to where they want it. A lot of people will say 'combat in 2e is harder' and what they mean is an equivalent 'moderate difficulty' encounter is harder in 2e than 1e (or 3.5). http://pf2.tools/
